Minutes of Management Board Meeting

1. Welcome Remarks by the President
As there was sufficient quorum, the President, Mr. Ignatius Leong called the meeting to order at 10.00 a.m. and he thanked all present for taking time and travelling to attend the meeting in the Philippines.
2. Treasurer’s Report
Mr. Leong informed the Board that Ms. Haslindah Ruslan (Malaysia), the Treasurer, submitted her resignation as the Treasurer of ACC. This was accepted by the Meeting.
Mr. Leong pointed out that no bank account of ACC had been opened, but recommended that such bank account of ACC should be opened in Singapore as ACC was registered in Singapore.
Mr. Leong stated to the Meeting that in the past 5 years ACC had not yet collected membership fees from its Members, which was USD 200.00 a year. He proposed to the Meeting that ACC should start collecting the membership fees in arrears up to the present, which amounted to USD 1,000.00 in total for each federation member. The Meeting also agreed that should any federation member fail to pay the annual membership fee, it would lose voting right at ACC meetings.
3. Co-option and Appointment of Members to Fill Vacancies in Management Board 2015 – 2018
Mr. Leong stated that the elections at the last Annual General Meeting did not elect to fill up some remaining positions on the Management Board of the ACC. The Meeting unanimously co-opted the following:
Mr. Nguyen Phuoc Trung (Vietnam) to be the Treasurer (Mr. Leong nominated and Mr. Pichay seconded).
Mr. Sahapol Nakvanich (Thailand) to be a Vice President. (Mr. Leong nominated and Mr. Lwin seconded.)
Mr. Win Aung (Myanmar) to be a Vice President. (Senator Adianto nominated and Mr. Leong seconded.)
A member from the Indonesian Chess Federation be a Vice President. ((Mr. Pichay nominated and Mr. Lwin
seconded). Senator Adianto will inform the Board with the name of the nominee.
Mr. Dumuk (Philippines) to be Deputy Secretary General (Mr. Leong nominated and Mr. Pichay seconded.)
Mrs. May Hui (Singapore) as Honorary Auditor (Mr. Leong nominated. Senator Adianto seconded.)
4. Letter of Complaint by the National Chess Federation of the Philippines to the Singapore Chess
Federation
Mr. Leong informed the Meeting that the National Chess Federation of the Philippines sent an official letter of complaint to the Singapore Chess Federation about the inappropriate behavior of a Mr. Tony Tan, an officer of the Singapore Chess Federation, during the ASEAN+ Age Group Chess Championships 2015 in Nanyang Technological University, Singapore, in June 2015. The SCF replied only after eight days, but stating only “Your email is noted”. He also followed up with an email to the SCF received no reply whatsoever from the SCF to date.
After due and thorough discussion and consideration, the Meeting resolved the following with immediate effect:
1. A three-year ban on Mr. Tony Tan Teck Leng (“Tony Tan”) in any capacity from all ACC sanctioned
events.
2. Mr. Tony Tan shall not be allowed to participate in any capacity in any event which is officially
sanctioned by a member federation of the ACC for a period of three years.
3. If after 2 weeks a notice is served to the SCF regarding the complaint against Mr. Tony Tan, and no
action is taken by SCF, then the following shall be imposed:
3.1 A three-year ban on members of the current Executive Board (“EXCO”) of the Singapore Chess
Federation (“SCF”) in any capacity from all ACC sanctioned events.
3.2 Members of the current EXCO of the SCF shall not be allowed to participate in any capacity in any
event which is officially sanctioned by a member federation of the ACC for a period of two years.
4. The SCF shall not be allowed to organize an ACC sanctioned event for a period of 3 years.
5. In solidarity with the National Chess Federation of the Philippines, the sanctions stated in points 3 and 4 above shall be reduced to one year from the date that ACC accepts an apology from and satisfied with the disciplinary action taken against Mr. Tony Tan by the SCF.
5. Tournament Calendar for 2015 – 2017
Mr. Leong asked the Meeting to discuss about the chess calendar for 2015 to 2017, and the Meeting confrmed the
follows:
5.1. The 17th ASEAN+ Age Group Chess Championships 2016 shall be hosted by Thailand Chess
Association at Dusit Thani Pattaya Hotel, Pattaya City, Chon Buri Province, during 30th March 2015 –
8th April 2015.
The Meeting asked Thailand Chess Association to consider the possibility of moving up the dates for the
ASEAN+ Age Group as close as to the dates of the Bangkok Open Chess Championship 2016, so that
there may be more chess players staying on to participate in the Bangkok Open Chess Championship.
The Meeting also resolved that the host of ASEAN+ Age Group Chess Championships must pay USD
40,000.00 as event fee to the ACC. This fee will help defray part of the annual budget of the
Confederation.
5.2. The inaugural Invitational Championships of ASEAN-Chess shall be hosted by Thailand Chess
Association concurrently with the 17th edition of the ASEAN+ Age Group 2016 at the same venue.
5.3. The ASEAN Chess Championships shall be hosted by the Indonesian Chess Federation during
21st – 30th December 2015.
5.4. The inaugural ASEAN Young Masters Cup shall be hosted by the Indonesian Chess Federation
in February 2016. The next edition shall be hosted by the National Chess Federation of the Philippines.
6. Other Matters
6.1 Mr. Leong informed the Meeting that the Singapore Chess Federation sent a letter to the Secretary
General of ACC, requesting ACC to ascertain the status of Mr. Leong as ACC President as he was no longer the President nor the delegate of Singaporean Chess Federation.
The Meeting discussed the issue and unanimously resolved that the officers of ACC duly elected or appointed remain intact, regardless of their subsequent status at their respective chess federations. The persons elected or appointed shall retain their positions until the end of their 3-year term, barring resignation or incapacity.
This position of the Board was arrived at for there is no provision in the Constitution that stipulates the separation from the Board of an officer who is no longer a representative of his/her National Federation. It is deemed the spirit behind the non-inclusion of such provision is the primacy of the ACC General Meeting over a National Federation.
6.2 Senator Adianto moved for the creation of a marketing group to raise sponsorship for various events and activities of the ACC with Mr. Dumuk seconding. The motion was approved and Senator Adianto was authorized to form such group to be approved by the Board.
6.3 Senator Adianto proposed that ACC strongly urge the Organizing Committee of the Jakarta Asian
Games 2018 to include chess in the Sports Calendar of the said Games, stating, among other things, chess is one sport where Asians can hold their own against the best in the world and only two medals will be at stake so as not to unduly bloat expenses.
As there were no other issues for consideration, the President adjourned the meeting at 11.50 hours.
